Connecticut Cumulative Impact Environmental Justice Regulation Development

Summary: Following a law passed by the Connecticut legislature in 2023 (Public Act 23-202), the Department of Energy and Environmental Protection is developing a new set of regulations that are meant to protect overburdened, environmental justice communities from harmful pollution from new or expanded polluting facilities. 

Save the Sound played a critical role in passing this landmark legislation and is following through, making sure that the new regulations protect overburdened communities from pollution to maximum extent possible under the law.  

Through our participation in the Connecticut Equity and Environmental Justice Advisory Council (CEEJAC), Save the Sound is advising DEEP on the development of these regulations, advocating for the strongest regulations possible. 

Latest Step: Save the Sound staff are researching laws and regulations in other states, such as New Jersey and Massachusetts, which already have similar ‘cumulative impact’ regulations on the books. Save the Sound is meeting with advocates from these states to see how these regulations have played out in practice, to see what lessons can be learned. 

Next Step: Save the Sound will continue to advise DEEP through CEEJAC, to advocate for the strongest possible regulations, and will continue to build the grassroots movement to protect the state’s overburdened communities.
