PRESS RELEASE: Connecticut Coalition for Climate Action Reviews Progress on 23 Climate Actions

Connecticut Climate Policy Progress Report Assesses the Implementation of Executive Order 21-3

New Haven, CT— The Connecticut Coalition for Climate Action released a new report today which assesses the state’s progress toward implementation of Executive Order 21-3, issued by Governor Lamont in 2021, which called for 23 climate actions to create a safer, healthier, more affordable Connecticut.  

This report celebrates the administration’s progress towards achieving the climate directives set forth in EO 21-3 and identifies areas needing additional action. The Coalition is pleased to see that as of late 2025, 56 percent of the Executive Order’s actions have been completed, and some progress is underway on another 34 percent. These accomplishments demonstrate that state policy leadership can deliver results for Connecticut residents, our economy, and our shared environment. 

At the same time, extreme weather, rising sea levels, and air pollution are impacting residents, the state continues to rely on fossil fuels, and the recent state legislative session saw some policy rollbacks related to the EO.  While EO 21-3 lays important groundwork, the scale of the challenge ahead demands continued urgency. 

“This report shows that when we set clear policy goals and give regulators the tools they need to follow through, Connecticut can achieve real benefits for its residents, economy, and environment,” said Charles Rothenberger, director of Connecticut government relations at Save the Sound, which coordinated the report on behalf of the Coalition. “There is still important work to do. Connecticut has a responsibility to build on the foundation of this executive order and ensure that we continue to adopt and implement the policies necessary to achieve the emissions reduction required by state law and needed to secure a thriving state.” 

The Governor’s Council on Climate Change can continue to play a key part in goal-setting and accountability into the future. The Coalition looks forward to continuing our work with state agencies and the legislature to complete the remaining Executive Order actions, and to forge the next generation of ambitious, forward-looking policies that meet the scale of today’s climate challenges.
